If we were talking about Quad Teslas, I'd totally agree. Those VATS perks like +50% VATS hit chance, 25% less AP Cost or +15% Critical fill can turn a Quad RR into an absolutely filthy beast. Yes, a Quad RR is a great weapon to begin with, but with the right 2nd and 3rd star it's effectiveness can go through the roof.
